Description




Under general direction of the Community Development Director, performs a full range of responsible and varied professional, analytical, financial, systems, statistical, programmatic, management and other administrative analytical assignments in support of the City's economic development activities; promotes the City's economic development efforts to attract, retain, and help businesses to expand and create new jobs; recommends action and assists in policy, procedure, work methods, and budget development and implementation related to economic growth and development; and serves as a resource to other City staff, outside agencies, and the general public in answering questions, providing information and assistance, and solving problems. The Economic Development Analyst is a class in which the incumbent coordinates the various aspects of the City's economic development activities. Incumbents, at times, exercise a considerable amount of independent judgement in the use of City organizational resources for the purposes of administering economic development activities throughout the community. Incumbents may perform administrative and analytical assignments.




Examples of Duties




The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


  • Participates in the planning, review and implementation of economic development activities which enhance and promote citywide economic development, support business attraction, expansion, retention, and economic research consistent with the City's economic vision.
  • Monitors legislation and development related to economic development and evaluates the impact to City operations and programs.
  • Prepares a variety of complex reports and conducts economic research on retention, expansion, and attraction of business including outreach and education.
  • Identifies assistance needed by developers, businesses, or the general community including, marketing, business establishment and promotion, and financial assistance.
  • Prepares and updates a variety of materials, including written documents, proposals, community profiles and marketing materials/advertising, web page, brochures, etc.
  • Assists in the preparation of budgets for specific economic development programs and city-wide organizational budgets.
  • Researches and prepares grant applications, including maintaining existing programs for compliance with regulations.
  • Conducts organizational, administrative fiscal studies, conducts surveys, and collects information on operation and administrative issues; evaluates programs and initiates studies and analyses.
  • Confers with departmental representatives, public officials, the business community, developers, and the general public in the accomplishment of program objectives.
  • Organizes and coordinates events and markets programs to public agencies, the business community, or general public; coordinates contract arrangements between the City and other agencies.
  • Acts as the point of contact for business and property owners to discuss issues regarding economic development, business vitality, and development processing.
  • Provides information and services to businesses and the communities concerning site locations, buildings, infrastructure, resources, environmental impact, etc.
  • Represents the City, when directed, at public hearings, community meetings and conferences.
  • Assist in the coordination and recommendation of project activities including real estate acquisition and disposition, relocation, demolition, eminent domain actions, building construction and rehabilitation, property management and project improvements.
  • Develops and maintains a database of vacant or underutilized commercial, office and industrial land and tenant spaces.
  • Works with property owners and prospective tenants and developers to match available properties with desired commercial business activities.
  • Performs related duties as assigned.





    Typical Qualifications




    Knowledge of: Operations, services, and activities of an economic development program. The principles and practices of public administration. Municipal organization and operation, especially as it relates to economic development programs. Sources of information related to a broad range of business programs, services, and administration. Methods and techniques of research, statistical analysis, and report preparation. Economic development concepts and strategies. Business, market and economic indicators and trends. Principles and practices of record keeping and records management. General marketing concepts and principles. Principles and practices of customer service. Pertinent federal, state, and local laws, codes and regulations. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.Ability to: Interpret and apply complex regulations, legislation, and guidelines. Conduct research and prepare complete and accurate analysis, reports and recommendations. Promote and implement the City's economic development programs and projects. Understand the organization, operation, and services of the City. Interpret and apply federal, state, and local policies, laws, and regulations. Express initiative, ingenuity, and sound judgment in solving difficult and complex administrative and technical problems. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Utilize computer applications to perform analysis and prepare reports, charts, graphs, and related materials including marketing materials. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.EDUCATION AND EXPERIENCEAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: Equivalent to the completion of the twelfth grade and graduation from a P.O.S.T. approved police academy. College level course work and specialized training in law enforcement, criminal justice, or a related field is highly desirable. An Associate's Degree is highly desirable. Experience: Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work. License or Certificate: Possession of a valid driver's license. Qualify for or possess a P.O.S.T. Basic Certificate upon completion of the probationary period. Additional certifications may be required for specialized assignments.
