We have an opening for an Assistant General Counsel in the Lawrence Livermore National Laboratory (LLNL) Office of General Counsel. The successful applicant will provide legal advice to Laboratory management and staff regarding a wide variety of legal matters pertaining to the operation of a Department of Energy (DOE) national laboratory with an annual budget in excess of $2 Billion.This position will be filled at either the D01.2 or D01.3 level depending on applicant qualifications.-- Additional job responsibilities (outlined below) will be assigned if the candidate is selected at the higher level.--Essential Duties-Provide practical advice and guidance in connection with the wide variety of legal matters related to the operation of a federal laboratory with an expected focus on federal procurement and business transactions, and including other areas such as construction contracting; compliance with environmental, health and safety regulations; and research agreements.-Perform legal research as necessary.-Analyze and interpret applicable federal and state statutes, regulations and contracts, and draft legal guidance on complex issues.-Draft, review, and provide legal advice regarding the preparation of transaction-related documents, including contracts, specifications, modifications, licenses, permits, etc.-Draft, or provide assistance to more senior attorneys in drafting, internal policies and procedures for procurement and contracting.-Negotiate, or assist in negotiating, contracts and resolution of contractual disputes.-Manage, or support more senior attorneys in managing, routine litigation, arbitration, or mediation of disputes related to contracts, regulatory or other matters arising out of Laboratory operations (LLNL generally retains outside counsel for litigation matters).-Interact collaboratively with peers, Laboratory client organizations and outside counsel.-Routinely assess, identify, and advise on strategies to mitigate risk.-Assist more experienced counsel in complex or sensitive transactional, litigation, and regulatory matters as requested, and perform other duties as assigned.In Addition at the D01.3 Level-Advise senior managers on sensitive matters of policy, sponsor engagement and risk management and assume leadership role in working with management, peers and other professional staff on multi-disciplinary teams in order to address legal or business matters that are diverse and multi-faceted in scope that may potentially have a significant financial or reputational impact on Laboratory programs or operations.-With guidance from the General Counsel, represent and defend the Laboratory in complex legal matters related to contracts or procurements to include assisting outside counsel in litigation matters, providing legal advice to management in developing Laboratory policy with and planning legal strategies for assigned caseloads and solving complex problems with potential institutional significance.Qualifications-Juris doctorate from an ABA accredited law school and either admission to practice in California or eligibility for a limited practice license as registered in-house counsel.-Seven or more years of experience actively practicing law in positions with progressively greater responsibility and involving matters of greater complexity and/or significance over time.-Broad knowledge of, and practical experience with, general business law, with a focus on procurement, including federal procurement law, ideally in both the counseling and dispute resolution (including litigation) context.-Working knowledge of the Federal Acquisition Regulations (FAR).-Advanced analytical, writing, and presentation skills.-Experience leading and contributing to multi-disciplinary teams.-Experience collaborating with other attorneys and non-attorney professionals to work as a team in accomplishing goals and solving problems collectively.In Addition at the D01.3 Level-Significant experience applying independent judgment in advising all levels of staff and management about legal and reputational risk and tradeoffs among possible courses of action.-Significant experience drafting and negotiating complex contractual agreements, including settlements, drafting formal and informal legal guidance, and drafting other policy related documents.-Experience developing best practices for contract development and negotiations, dispute resolution processes and experience resolving contract disputes.-Experience successfully supporting multidisciplinary teams tasked with solving complex problems/disputes in an environment implicating the interests of multiple stakeholders.Desired Qualifications-Prior experience as a senior attorney supporting procurement or construction contracting activities for: (1) a U.S. government contractor; (2) a federal, state or local government entity, including military service; or (3) a law firm. Prior experience supporting environmental, safety and health functions is a plus.-Knowledge of the Federal Acquisition Regulation and federal and commercial construction contracting practices.-Familiarity with federal, state and local environmental laws, including those pertaining to land use, waste disposal, air and water pollution, as well as worker safety and health.-Knowledge of the Department of Energy Acquisition Regulation (DEAR). Pre-Employment Drug Test:-- External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.-- This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor. Security Clearance:-- This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, we--will initiate a Federal background investigation to determine if you--meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.-- Q-level clearance requires U.S. citizenship.-- If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted. Note:---- This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
