Job Description:
POSITION SUMMARYThe Information Technology and Core System
Administrator is responsible for coordinating and managing all
computer-related activities on the Bank network and core processing
system. This position will provide oversight and act as the liaison
to mission-critical third party vendors. This position will help
determine the IT needs of the Bank and be responsible for
implementing computer systems to fulfill the Bank's information
systems requirements. This position is responsible for
administering the core system processes and providing
recommendations to provide operational functionality to the core
system and increase the Bank's ability to serve its users. This
position will develop and execute plans, policies and goals aligned
with the Bank's strategic objectives. The scope of an IT & Core
System Administrator's responsibilities varies as it covers all
areas related to information technology. This position will also
perform duties as assigned by the Chief Information
Officer.ESSENTIAL SKILLS REQUIRED1. Strong knowledge in networking
principles and core host applications.2. Excellent
problem-prevention and problem-solving skills: ability to define
problems, collect data, establish facts, draw valid conclusions and
implement solutions.3. Excellent written and oral communication
skills: ability to communicate effectively and project a
professional image when giving and taking information in writing,
in person and over the phone.4. Ability to work independently and
as a member of a team while using discretion in decision making and
sound judgment in problem solving.5. Possess strong interpersonal
skills with the ability to work with individuals and groups at all
organization levels.ROLES AND RESPONSIBILITIES1. Effective
Administration of the Bank's Network --- Manages, directs,
oversees, and ensures the efficiency of Computer Operations,
Telecommunications, LAN and WAN networks. --- Manage procurement of
hardware and software needs. --- Ensures the implementation of cost
effective and efficient systems and computer operations designed to
meet current and future needs. --- Diagnose and resolves systems
and connectivity problems. --- Ensure all systems are properly
patched and security updates are applied on time. --- Tests and
evaluates software and hardware for reliability and functionality.
--- Support users in troubleshooting, tracking and resolving user
issues. --- Assume the role of Project Manager in managing IT
projects and implementations. --- Reviews the Bank's information
technology needs and provides solutions to support these needs. ---
Manage relationship with third party managed services provider and
serve as the main point of contact. --- Manage relationships with
all IT third party vendors. --- Analyze and conduct reviews of
monthly metric reports. --- Evaluate network and user needs and
make recommendations to Senior Management. --- Keep Senior
Management informed of Information Technology progress towards
established objectives and of any significant problems. --- Conduct
risk assessments. --- Conduct business continuity and disaster
recovery tests. --- Ensure all matters related to Information
Technology are fully documented. --- Provide training to staff to
ensure users are able to utilize systems effectively.2. Effective
Administration of the Core Processing System --- Collaborate with
all departments and core processing vendor on core processing
needs. This includes the evaluation of current and new products and
services. --- Function as Primary Core System Administrator.
Responsible for creating user accounts, resetting passwords,
removal of user accounts, and modifications to access privileges.
--- Facilitates the resolution of problems occurring with any
aspect of the core system and coordinates with management,
technical personnel, and third party vendors to resolve problems,
as well as, provide technical support to the users. --- Manage the
core processing system and all of its ancillary products and
services. --- Manage the contract with core processing vendor and
its associated billing statements. --- Serve as liaison to core
processing vendor in all aspects, including attending monthly
meetings and managing project implementations. --- Mainly
responsible of keeping track of all core notifications and
bulletins regarding changes to systems and processes, upgrades,
alerts, etc. --- Active participation in core business continuity
planning/disaster recovery testing. This includes oversight,
management, and allocation of required resources. --- Assist all
departments in core-related information system needs. --- Attend
core user group meetings. --- Ensure compliance with the Bank
Secrecy Act (BSA) and appropriate policies and procedures in
adherence to internal audit and risk management guidelines as they
pertain to the core system. --- Recommend or provide training to
staff to ensure products or services are optimally used.3.
Development and Implementation of Effective IT Planning and
Strategies --- Assists Senior Management with long and short term
IT planning. --- Maintenance and development of IT policies and
procedures. Continually evaluates established policies and
procedures and updates or modifies them as necessary. --- Instructs
personnel regularly regarding conformance to policies, procedures
and program changes. Ensure that Bank policies and procedures are
effectively conveyed. --- Collaboration with all departments on
completing the Business Impact Analysis. --- Maintenance of the
Business Continuity Plan. --- Attends and participates in meetings
and committees as requires.4. Maintain Compliance with Regulatory
Requirements --- Staying up-to-date with upcoming and new
IT-related regulatory guidance. --- Ensuring compliance with
regulatory requirements by implementing changes to processes,
policies or procedures. --- Evaluating all information assets for
compliance to Information Security (GLBA) guidelines. --- Assist in
the evaluation and completion of the Cybersecurity Assessment Tool.
--- Assist in Third Party Risk Management.5. Third Party Audits and
Regulatory Examinations --- Assist in the collection and
compilation of documentation for third party audits and regulatory
examinations. --- Assist third party auditors in preparations for
penetration testing and vulnerability assessments. --- Tracking and
resolution of all findings. --- Reporting findings resolution
status to the CIO and Compliance Officer.QUALIFICATIONS ---
Bachelor's Degree in Computer Science or related field or
equivalent experience. --- Five years of experience in information
services and core operations. --- Knowledge of network
administration and Banking operations. --- Good interpersonal and
supervisory skills. --- Solid project management skills. --- Well-
organized and attentive to detail. --- Creative and self-motivated.
