Position Summary: Under the supervision of the Director of Human Resources, the Jr. HR Generalist is a trusted partner providing employee engagement support on administrative and business matters/activities that are confidential in nature or may require discretion in a professional, positive, and efficient manner in the HR Department. The Junior Human Resources Generalist is a confidential position and a member of the Human Resources team in the Finance Department. The Jr. HR Generalist understands and works to fulfill the mission and goals of JFCS in compliance with Agency standards for performance.

Job Duties And Responsibilities

hr systems, administrative and technical support

1. Provides administrative and technical support to the HR Department and ensures strict confidentiality of sensitive information

2. Validates and ensures consistency and accuracy of the information in the agency HRIS system

3. Verifies employee data is maintained in accordance with all federal, state, and local laws and ordinances.

4. Creates/prepares reports and analysis using the HRIS, and other software, as required. Compiles statistical data and assist with special projects

5. Prepares key management reports and makes recommendations on a variety of human resources issues to ensure organizational development and regulatory compliance

6. Provides back up support as content administrator and editor for the HR Department Sharepoint Folder

7. Executes revisions to documents on the JFCS intranet to ensure that the latest versions of all HR forms and documents are available to staff

8. Maintains records and tracking reoccurring license and training certifications, as well as weekly, monthly and quarterly reports such as Timesheet reports, monthly HR Reports, compliance reports, and health and physical reports.

9. Conducts audits of various payroll, benefits, HR documents and HR Files as instructed by the HR Director

Employment Process

1. Manages the Applicant and Job Tracking Spreadsheet, ensuring that all pre-hire requirement is met prior to the employee's start date

2. Works with the HR team in contract renewal and evaluation processes

3. Responsible for timely and accurate data entry of contract renewals in the agency HRIS system Organizes and prepares employee HR files and green cards

4. Scans annual performance evaluations, signed, contracts and routes original documents to the proper channels

5. Assists the HR team in maintaining the contract renewal routing spreadsheet

6. Initiates OIG Exclusion Monitoring for all new employees from programs that provide government-paid services and submits monthly monitoring reports before the 5th of each month

7. Notifies supervisors of all Livescan results for new hires

8. Escalates unfavorable Livescan results to the HR Director

9. Processes all employee paperwork and establishes and maintains employee files

10. Ensures that employee files are current and accurate, both in the individual personnel files and in HRIS

11. Prepares and updates employment records relating to the hiring, promoting or terminating of staff

12. Assists employees with the completion of HR documents including, new hire documents, benefits enrollment f,orms and other documents required by the HR Department

13. Facilitates new employee orientations and SIP Orientation

Employee Benefits

1. Responsible for record keeping, benefits enrollment, benefits terminations and waivers for all staff

2. Assists in tracking employee eligibility, filing, and correspondence related to Human Resources and benefits administration.

3. Assists the HR Generalist with the reconciliation of insurance premiums paid to the employees' data in HRIS

4. Assists the HR Generalist in distributing Cobra Notifications, 403(b) annual statements, and other filings and notifications as required by ERISA and the Department of Labor

Workers Compensation and Ergonomics Assessment

1. Be a Workers' reporting Workers Compensation Claims to the WC Insurance

2. Ensures that all WC Documents are current and up to date

3. Performs clerical duties related to filing workers comp claims, including processing and submitting all required forms to worker's comp provider

4. Assists the Director of Operations in conducting initial ergonomics review for all new hires and current staff

5. Make recommendations for a safe and conducive workplace


1. Assists the Sr. HR Generalist in creating job postings and maintaining job posts for SAH

2. Ensures that all job posts meet JFCS standards. Reviews all job postings for compliance

3. Assists the Sr. HR Generalist in closing all filled position job ads and removing the posts from the JFCS Career Site

4. Sends emails to candidates not selected for the position, when requested by managers

Operations and Compliance

1. Mentors and monitors Summer Youth Intern participants within the HR Department

2. Provides high-quality training and oversight for the interns and positively influences intern summer experience

3. Shows respect and courtesy to interns and holds them accountable for their actions and behavior

4. Acts as one of the primary points of contact for routine HR inquiries, funneling calls to the HR Director as needed

5. Maintains Corovan documents spreadsheet for HR retention files

6. Prepares HR documents to be sent to storage and ensures that all records are properly staged and accounted for

7. Requests documents from Corovan when needed

8. Actively participates in JFCS and departmental meetings and trainings and represents the HR Department in a professional demeanor

9. Fosters a spirit of teamwork and unity among JFCS staff that allows for cultivating ideas, expeditious resolution of conflict, and the appreciation of diversity as well as cohesiveness, supportiveness, and working together to enable each employee and the department to succeed

10. Maintains employee privacy and confidentiality in all matters relating to personal information

11. Proactively maintains the skills required to perform job duties.

12. Event coordination (scheduling invites, ordering supplies, space setup, etc.)

13. Provides relief duties to the HQ Reception when needed

14. Complies with the Jewish Family and Children's Services Policy and Procedures Manual, as well as agency health and safety standards for clients, employees, and the facility

15. Performs other duties as assigned by the Director of Human Resources


Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Must be able to remain in a stationary position 50% of the time.

The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

Constantly operate a computer and other office productivity machinery, such as calculator, copy machine, and computer printer.

The person in this position requires communication with departmental staff, employees, and outside customers regarding payroll and accounting issues. Must be able to exchange accurate information in these situations.

May be required to lift up to ten (10) pounds

Exposure to low to moderate noise levels characteristic of working in an office environment

Required Knowledge, Skills, and Abilities

Demonstrates foundational knowledge of HR policies and practices, compliance requirements, and risk implications of HR including: employee relations, performance management, discrimination, harassment, recruiting and hiring, compensation and benefits, leaves and disability management, payroll and timekeeping records management, HCM and related systems

Demonstrates integrity, accountability, and efficient stewardship of agency resources in a manner consistent with agency policies including the JFCS Ethical conduct and safety policies.

Enhances skills by proactively participating in professional development and learning opportunities

Resourceful. Has a can-do, will-do attitude and understands the needs of the HR department customer base; personally follows through to ensure issues are resolved to meet the customer's expectations.

Ability to accept responsibility for own work, demonstrates honest and ethical behavior.

Develops trust and credibility by following through tasks and commitments. Creates a shared responsibility among team members by involving them in critical deliberations and decisions as appropriate

Minimum of two years of experience in a human resources capacity

Associate of Arts degree from an accredited school required

Demonstrated skills in use of Microsoft Word, Excel, Access, accounting systems and other software

Excellent organization skills, demonstrated attention to detail, accuracy and ability to meet deadlines

Excellent oral and written English communication skills are essential

Ability to work independently and effectively in cooperation with others

Ability to meet deadlines and work in an ambiguous and fast-paced environment

Knowledge of and/or sensitivity to the provision of social services in a Jewish communal context desired

Cultivates, builds, and maintains good relationships with peers, and customers
