Felton Institute has been providing comprehensive early care and education services in San Francisco since 1971. Felton now has ECE programs in SF's Mission, Bayview and Visitation Valley neighborhoods; and offers a school-readiness program for infants, toddlers and preschoolers (2 weeks to 6 years old). Felton's ECE programs include nine (9) Infant / Toddler classrooms and ten (10) preschool classrooms, which serve approximately 350 children, full day/ year-round. These multicultural, educational programs provide a nurturing, developmentally challenging, and inclusive environment for very young children of low/moderate income families. We are committed to inclusive, positive environments that build on children's positive self esteem and self image.

Our ideal candidate is a seasoned leader who enjoys teamwork & collaboration and working towards building strong partnerships with families, children and staff. He/ She will have exceptional leadership, interpersonal skills, supervisory experience and strong management skills that support the integration of services within Felton's Early Care and Education and Family Support Programs. The ideal candidate will have a strong and clear vision that frames the work they will do in supporting and serving the needs of staff and families, and also strong leadership in facilities and operational management. He/she will be solution focused, a systems and strategic thinker and be very comfortable with change, growth and innovation.

Brief Description

The Administration Director inspires a culture of collaborative initiative by means of servant leadership and ensures matters of prime importance are addressed in a timely manner for the effective functioning and the overall health of the early care and education programs. The Administration Director works with the staff to help ensure compliance with established policies, procedures, practices, and agreements, and to initiate corrective procedures as appropriate. He/she will be responsible for all administration aspects of the ECE programs; operations, facilities, community care licensing, child and adult food program, Teaching staff placement, facilities, purchasing, shipping/receiving, etc. Directs functions of the division including employee policy handbook, policy and procedure development and implementation of same, screening and interviewing all candidates, temporary staffing requirements, etc. Directly supervises an Operations Supervisor (who supervises both the facilities and nutritional team) and works in close partnership with the Human Resources Department.

Program Operations and Facilities oversight and management;

  • Ensures safety of, and the promotion of, the welfare of students and follows all applicable federal and state laws and District policies relating to the protection of children and students.

  • Manages all contractual and related arrangements with regard to building works, maintenance and supplies, cleaning, grounds maintenance, etc., including quality control of contractors' work.

  • Responsible for disaster preparation program: fire drills, student, staff and public safety, student health and maintains a current site evacuation plan. Responsible for site safety program and planning and preparation of annual Safety Week Plan.

  • Administers and supervises the maintenance of the physical facilities.

  • Supervises after school student activities and programs, assemblies, awards ceremonies, dances, activities, etc. for the purpose of maintaining a safe and orderly environment.

    -- Manage the physical needs, system(s) operations, site planning, renovation, maintenance, safety of all Felton's ECE facilities, as well as sustain compliance to applicable codes.

    -- Responsible for oversight and effective operations of all Felton's ECE facilities, operations and community care licensing compliance,

    -- Monitors overall effectiveness of program processes, procedures and practices and ensures that efficient operations are attained consistently and are maintained at all times.

    -- Maintains a thorough working knowledge of all quality standards, ensures that all staff is informed of quality standards, and that quality standards are implemented, and continually improved upon.

    -- Manage adherence to local, state and federal regulations

    Staff Recruitment, Hiring, On-boarding, Training and Development:

    -- Attend annual Career Fairs and other recruiting events in conjunction with designated HR staff

    -- Responsible for outreach and recruitment activities, including attending Career Fairs and other recruiting events, as appropriate.

    -- Responsible for creating / updating job descriptions and coordinating the posting of all job openings, in coordination with HR.

    -- With input from the Education Director, hires staff based on appropriate education, experience and ability and maintains quality of staff through best practices in recruitment, hiring, and employee orientation.

    -- Work with HR Coordinator to complete employee references for all new hires

    -- Ensure new hire paperwork is processed, Personnel Forms (PANs), and Cost Center Allocations

    -- Verify transcripts, permit level, and process all other licensing requirements (including managing CCL visits re: personnel)

    -- Maintain and or assign the accurate employee information and update all personnel databases: CA Registry and COCOA and other personnel reports (currently under the responsibilities of the Site Supervisors), update information as needed by the established deadlines.

    -- Ensure fingerprint, health screening and TB testing clearances are collected and renewed (at new hire and every two years thereafter) w HR coordination.

    -- Support the HR team and Division Director in researching and developing existing and new policy and procedures.

    Leadership and Supervision:

    -- Responsible for Facilities and Safety and acts as the designated Safety Committee Lead for Felton's ECE programs.

    -- Enforce all FDC policies and procedures, Licensing Regulations set forth in the Manual of Policies and Procedures, under Child Care Center, including, but not limited to insuring that appropriate staff-child ratios are maintained at all times.

    -- Supervises and manages facilities, maintenance and kitchen staff. Ensures work schedules; and work duties are consistent with individual position job descriptions; evaluates and monitors performance; responsible for the recruitment, interviewing and selection of classified staff. Selects, facilitates, and provides training for classified staff.

    Trainings/ Employee Relations

    • Work in partnership with the Program Supervisors to grow a culture that connects with our mission, vision and guiding values.

    • Strategically supports, plans, coordinates and leads trainings for all levels of staff, utilizing a variety of methods in delivering training content and information

    • Partner with program directors to facilitate and create professional development experiences to include workshops and in-service trainings, when appropriate.

    • Lead ongoing professional development related to CACFP, Operations and Health & Safety (CCL).

      -- In collaborative support with HR ensures safety trainings, other trainings as needed/ required per funding regulations are offered.

      Teamwork and Collaboration:

      -- Utilizes a collaborative, strengths-based and supportive approach when working with diverse staff

      -- Maintains open and professional communication and promotes atmosphere of safety, trust and respect

      -- Ensure ongoing collaboration with SFUSD, other child care providers and other appropriate San Francisco entities.

      -- Participate in overall agency management. Attend meetings and other opportunities to promote positive communication.

      Administrative Duties

      -- Responsible for oversight of the CACFP program including documentation, monitoring, reporting, training and ensuring compliance with all requirements.

      -- Responsible for managing program budget as it relates to operations, facilities, CACFP food and kitchen supplies.

      -- Responsible for keeping an Equipment Inventory for each ECE Program

      -- Prepares and ensures timely submission of program reports as requested

      -- Responsible for ensuring compliance with all contractual requirements of funding agencies of areas of responsibilities

      -- Other duties as assigned

      Minimum Qualifications:

      Education: Bachelor's Degree in Education, Human Services, Business, Finance or equivalent. Master's degree in business or equivalent preferred.

      Must Pass a Department of Justice fingerprint clearance and a Child Abuse Index, Health Screening and TB Test as required by licensing.

      Experience: Two (2) to three (3) years' experience as a Director or Operations Manager with

      increased level of responsibility is required. Two (2) to three (3) years supervising staff (including, hiring, evaluation, performance management, etc.) is required; four plus (4+) years of increased management experience and supervision of staff is preferred. Experience with facilities, operations procedures required. Experience in early care and education centers of similar size and complexity required.
