Job Description:
Summary The Systems Manager is responsible for the planning,
acquisition, application, operation, integration, and maintenance
of all automated systems, equipment, and networks operating within
OCE. Responsibilities The Systems Manager troubleshoots and
resolves operational and network-related automation problems and
ensures an effective cyclical maintenance program for all office
automation equipment. The Systems Manager is also responsible for
the planning, procurement and installation/upgrade of all national
systems and applications. Responsibilities Advise management in all
aspects of automation needs, objectives, and capabilities,
including anticipation of future requirements and potential
problems. Manage and execute implementation plans for major
automated systems. Adapt software, create systems documentation,
perform testing, and establish operating procedures and security
systems for hardware, software, and data. Develop budget
justifications for systems equipment, upgrades, and general
automation operations and monitor all expenditures. Support and
maintain the Data Communications Network (DCN), Local Area Network
(LAN), various communication systems, web-based services,
electronic mail systems, and operational and administrative
applications and systems. Provide front line technical support to
the end users within the office. Establish and maintain system
operating procedures, protocols, data security, backup plans, and
user permissions. Develop and maintain local technical
documentation for administered systems. Prepare statistical and
management reports for operational and/or administrative areas of
the office. Work closely with information technology professionals
within the district and circuit to ensure operational integration
and efficiency. Train IT and non-IT staff on system use and
capabilities. Communicate clearly and explain IT and automation
systems concepts to non-IT staff and management. Other duties and
projects relevant to the position, as assigned. Requirements
Conditions of Employment U.S. citizen or a permanent resident in
the process of applying for citizenship. Direct deposit of pay
required. Provisionally hired pending results of background
investigation and fingerprinting. Positions with the U.S. Courts
are "At-Will," Excepted service appointments, and may be terminated
with or without cause by the Court. The court requires all its
employees to be vaccinated against COVID 19 absent an exemption
from the requirement based on a documented medical reason or a
sincerely held religious belief. Qualifications Two years of
specialized experience, including at least one year equivalent to
work at the CL-28 level. Working knowledge and experience in LANS,
WANS, Linux and Microsoft network architecture. Skill in training
non-automation personnel in automation techniques and processes.
Positive attitude, ability and interest in delivering excellent
customer service, proficiency in relevant aspects of information
technology, and high attention to detail. Preferred Qualifications
A bachelor's degree in computer science, business administration,
public administration, management, or a related field is preferred.
Prior experience working in a state or federal court, government
office, or law office would be beneficial. Education Please read
