1.0 General requirements for all candidates


  • Ability to translate technical concepts and terminology in terms understandable to internal and external customers including but not limited to directors, managers, system users, etc.
  • Ability to establish and maintain effective team relationships with all internal and external customers.
  • Ability to isolate and solve complex problems. Some problems may be a multitude of problems from different integrated systems.
  • Experience in the latest versions of the software applications listed.
  • Ability to research and develop solutions to new requests
  • A self-starter and eager to learn new tools and technologies where needed to suit client or project requirements
  • Completes tasks and sets priorities without supervision
  • Experienced in delivering solutions in complex environments
  • Ability to multitask and manage multiple projects with competing priorities and resources.
  • Strong written and oral communication skills and a background of successful experience in the use of such skills for manager updates, meetings, and presentations.
  • Contractor's employee will be required to pass a security/background check prior to providing any services to the Department of Technology.
  • The contractor's employee may be required to pass a drug test

    2.0 Project Roles
    Network Engineer (also referenced as Wireless Engineer, Systems Engineer, Teams Engineer)
    Required Education/Experience and Skills
    acknowledge of: The basic and advanced functions for the core hardware and software components that comprise complex large systems or enterprise networks. Analysis and evaluation techniques to plan, design, integrate, implement, maintain and troubleshoot large complex systems or networks across similar and dissimilar technology platforms.
    Ability and Skill to: Determine the systems or networking requirements to plan for or enhance the core data processing needs for the Enterprise system or network. Solve problems with minimal disruption or impact to the system or network. Exercise judgment, decisiveness, and creativity in designing, planning, troubleshooting, and integration large complex systems or networks based on the potential benefits and/or consequences. Develop alternative solutions within established guidelines and standards. Communicate effectively; establish good working relationships with other IS professionals, vendors, management, and departments. Read and understand professional journals, manuals, and literature. Prioritize competing requests for service.
    Additional desired certifications and/or experience:


    • Cisco CCNA or CCNP (or higher) routing and switching.
    • Must be self-motivated with time management skills.
    • Hands-on Experience with Hardware Not afraid to get hands dirty in debugging and fixing network problems.
    • Strong technical aptitude and ability to research and solve complex issues independently.
    • Ability to effectively communicate updates, issues, and resolutions to all levels of the organization.
    • Excellent technical and layman's written and verbal communication skills.

      For software-defined network assignments:
      Recent and verifiable experience with the design and/or deployment and implementation of these technologies


      • Cisco APIC Controllers and ACI Data Center Fabric used in a multi-tenant environment (i.e. Service Provider model),
      • Cisco DNA Center and Software-Defined Access (SDA) - used in a multi-tenant environment (i.e. Service Provider model)
      • Cisco Client, including support for 802.1x and in conjunction with Cisco SDA and PXGrid
      • Palo Alto Networks (PAN) NGFWs and Security Policy generation
      • F5, BIG IP, including extended security =features such as ASM

        Additional Requirements


        • The Network Engineer must be located within the San Francisco Bay Area.
        • Available to be onsite at the Department of Technology.
        • Engineer, install, configure and document Enterprise level networks and devices according to Business requirements. Network devices include but are not limited to: CISCO 9XXX Catalyst, 38XX Switches, CISCO NEXUS, CISCO 65XX, CISCO 45XX, ASA55XX, CISCO VPN Appliances, F5 LTM/GTM, and Palo Alto NGFW as well as fixed wireless technologies and commercial grade WAPs, session border controllers, Teams PSTN environment
        • Engineer and implement networks using various routing protocols including OSPF, EIGRP, and Enterprise level BGP.
        • Analyze, plan, implement,, patch, upgrade and troubleshoot complex network configurations.
        • Demonstrable knowledge of all layers of the Open Systems Interconnect Layers (OSI).
        • Experience with Fluke network analyzers and other network analysis tools.
        • Plan, implement and provide primary support of disaster recovery and backup of network infrastructure, implementation of network security policies, and network performance.
        • Validate network specifications and network equipment configurations based upon business requirements.
        • Engineer solutions for complex networking challenges through detail analysis.
        • Provide strong customer service and facilitate collaboration between project teams and clients.
        • Ensure that all documentation on process and procedures are available and updated regularly.
        • Train and mentor technical staff and co-workers.
        • Establish network procedures and standards. Develop alternative solutions to problems within established guidelines and standards.
        • Work closely with our other Systems and Network Engineers and Network Operations Staff to ensure network connectivity requirements are fulfilled in a timely manner.
        • Attend planning meetings and work closely with application development teams.
        • Engineer, configure, implement and update network backup and disaster recovery procedures.
        • Perform other duties assigned.
