MTC, in coordination with Caltrans, the California Highway Patrol, the Bay Area transit agencies, and other stakeholders, has partnered on projects to improve regional transportation system management and mobility. The 511 Traveler Information program, managed by MTC, encompasses several key components, systems, and projects that support the day-to-day collection and dissemination of traveler information with the goal of assisting travelers with travel decisions and providing connections to several regional transportation programs. A key element of the 511 Traveler Information program in achieving its goal is the delivery of quality data to end user applications, third party trip planning tools, and researchers.

The 511 Data Engineer position will be filled at the Associate level and will be under the general direction of the Principal Traveler Information Technology Manager. This position will be responsible for design, development, testing, deployment, and maintenance of 511 SF Bay's backend cloud-based, open-source relational database management system. The candidate is a self-motivated individual, who can assume the responsibility of managing and operating a critical traveler information database. The ideal candidate will be able to work in a highly collaborative team environment and have the ability to communicate complex technical topics effectively with internal and external stakeholders. The candidate will follow the software engineering life cycle management and best practices for all software artifacts.

All employees at MTC are classified as Disaster Services Workers.


SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:

  • 5+ years of experience developing and deploying data pipeline in a cloud environment using database platforms such as Postgres
  • Experience integrating data sources such as CSV, XML, JSON, GeoJSON
  • Programming experience in SQL and stored procedures
  • Agile software development lifecycle and DevOps principles
  • Knowledge of public transit and other transportation data including geospatial data
  • Knowledge of open-source technology and open data
  • Experience in AWS or similar cloud environment
  • Analytical skills to identify and resolve issues
  • Ability to collaborate and clearly communicate with broader stakeholder groups on complex technical topics

    MINIMUM QUALIFICATIONS
    An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

    Education: A Bachelor's degree in computer science, information systems, or related field. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.) A Bachelor's degree in software engineering or data science is preferred.
    Experience: Five years of increasingly complex and responsible work experience performing computer and network needs assessment; and installing, maintaining and evaluating computer equipment, software applications and local area networks, including the equivalent of two years as an Information Systems Specialist II in MTC. Experience in developing, maintaining, and operating a cloud-based backend database system that supports high volume data requests through open APIs is preferred. License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
    ESSENTIAL DUTIES AND RESPONSIBILITIES
    Under the general direction of the Principal Traveler Information Technology Manager, the essential duties and responsibilities include, but are not limited to, the following:

    • Responsible for designing, developing, testing, operating, and maintaining open-source database products in a cloud environment
    • Develop database design adhering to architectural best practices considering scalability, reliability, and performance of the overall system
    • Perform analysis on failures, propose design changes, and implement operational improvements
    • Make sound design/coding decisions keeping end-user experience in the forefront
    • Administer databases in a cloud-based environment such as AWS
    • Conduct code and design reviews to suggest and execute best practices and compliance with development procedures
    • Accountable for ensuring all aspects of product development; follow cyber security best practices
    • Identify and propose new technology opportunities to maintain system growth as the relevant technology ecosystem changes
    • Work collaboratively with software engineers to ensure desired product outcomes
    • Contribute to a culture of innovation and collaboration
    • Regularly review tasks at hand, appropriately prioritize them with input from the supervisor; analyze issues and propose remedies
    • Be available during emergencies on short notice
    • Be proactive in recognizing and sharing potential opportunities for individual growth, team building, program initiatives, and strengthening partnerships
    • Perform other job-related duties as needed or assigned by the Technology Services Section
