Job Description:
Will manage staffing and employment functions, including:
recruitment, talent acquisition, and on-boarding operations. Will exercise
discretionary managerial authority to develop and implement strategic and
cost-effective recruitment plans and programs. Will manage the activities of
all corporate recruiters and sourcing staff, including coordinators and
temporary employees. Will evaluate corporate business plans and develop
and implement strategic staffing strategies and processes in line with
applicable state and federal labor regulations. Will review and analyze
forecasted staffing needs and develop and implement innovative recruiting
initiatives and programs. Will manage the documentation and review of job
requirements, determine appropriate compensation and benefits programs, and
provide guidance and training to Hiring Managers to ensure a systematic
and uniform approach to interviewing, hiring, and on-boarding. Will develop
and implement objective performance review metrics and manage the
performance evaluation function. Will prepare regular reports to document,
track, and measure staffing effectiveness. Will establish and manage
vendor relationships, including negotiating favorable contracts. Will
manage a department budget and allocate necessary and appropriate funding
to matters related to: employment, promotion, training and education,
motivation and incentives, counseling, and discipline. Will manage Talent
Acquisition operations, including: immigration, relocation, work
authorization, and administration of related budgets. Will manage compliance
policies related to: internal audit, SOX, project planning, and information
security. Education and Experience Required: Bachelor's degree (or equivalent foreign education) in Human
Resources, Business Administration, Industrial Relations, or a related
field plus 5 years of experience designing and managing strategic, scalable,
and cost- effective recruitment plans and programs within the Financial
Services or Consumer industries. OR, in the alternative: Master's degree (or equivalent foreign education) in Human
Resources, Business Administration, Industrial Relations, or a related
field plus 3 years of experience designing and managing strategic, scalable,
and cost- effective recruitment plans and programs within the Financial
Services or Consumer industries. OR, in the alternative: No degree and seven (7) years of experience designing and
managing strategic, scalable, and cost-effective recruitment plans and
programs within the Financial Services or Consumer industries. Special Requirements: 1. Demonstrated expertise administering global mobility and
recruitment programs, including immigration, relocation, work authorization,
and the administration of related budgets. 2. Demonstrated expertise managing international recruitment
programs for positions located in the U.S. and Canada and performing due
diligence for related on-boarding compliance. 3. Demonstrated expertise leveraging manager-level or
administrator-level access to at least one of the following applicant tracking
systems to generate recruiting analytics (such as cost per hire, retention
rates, offer-to-acceptance ratios, sourcing channels, open vacancies
vs. positions filled, and time to fill position): Taleo, ICIMS, or PageUp. 4. Demonstrated expertise partnering with Human Resources and
Compensation teams to provide strategic recommendations regarding optimal
